Scaling breaks when switching from 1800p to 2160p monitor

Bug Description

1) Mint 18.1, all updates added
2) Boot mint onto UHD display (in my case the 3200x1800 one built into the ASUS 305CA laptop). Plug Laptop into 4k (3842x2160 LG 27UD68-W) monitor via micro HDMI adapted into HDMI. Make 4k display primary monitor and turn off laptop display. This is the standard use case for docking the laptop to an external monitor for these display sizes, which are becoming increasingly common. UI scaling set to auto (and rebooted after the setting for what it's worth).
3) Taskbar/windows/etc became too small to use, cursor became too large. Rebooting fixes this problem.
4) For things to be a correct and usable size.
5) Always.
