Adding a "*" to the following line in the "/etc/sudoers.
cinder ALL = (root) NOPASSWD: /usr/bin/
For example:
cinder ALL = (root) NOPASSWD: /usr/bin/
Other services contain this "*" in their rootwrap configuration files.
