1.Open chromium - Chromium opens
2.hover over the chromium icon on the dock
3.there will be a loading bar on the cursor

That's what I checked, I took flash drives with a clean installation and found out that Ubuntu has this problem, but Fedora does not have this problem.
This problem occurs on all chromium browsers, it doesn’t matter whether they are deb, snap, flatpack, the problem does not go away.

I don't understand why this doesn't affect fedora (via dnf), but I found out that there was a regression between versions 124.0.6367.91-1 (works fine) -> 125.0.6422.60-1 (it doesn't work properly)

Thanks for bisecting and for reporting this upstream, this indeed is better placed in their bug tracker if it affects all platforms and package formats.

Also be aware that this might be on Gnome's cursor mechanism.
