Bug Description

I was updating from 18.04 to 20.04 and I was given the option to do a partial upgrade and then everything did'nt go well it seems. there's an issue with chromium and some other packages

Looks like a temporary outage of snapcraft.io, and I think this isn't the first report whose cause was that, so probably a more explanatory error message would be helpful.
