The chromium snap doesn’t know where to look for the flash plugin (it can’t see the one installed on the host system because of confinement).

The following commit allows the chromium snap to look for the flash plugin inside its confinement:

This still requires the user to extract the .so file in the expected place ($SNAP_ USER_DATA/ .local/ lib/).
