[snap] Cannot open downloaded files

Bug Description

After downloading a file with the chromium snap (62.0.3202.75), if I open the Downloads page and click either on the filename or on the "Show in folder" link, nothing happens. I'm seeing the following message in the console:

Error org.freedesktop.DBus.Error.AccessDenied: Supplied URL scheme "" is not allowed
Error org.freedesktop.DBus.Error.ServiceUnknown: The name com.canonical.SafeLauncher was not provided by any .service files

This is due to snapd's re-implementation of xdg-open (https://github.com/snapcore/snapd/blob/master/userd/launcher.go#L73).

And I think this should be addressed by implementing the xdg-desktop-portal interface in snapd (see https://forum.snapcraft.io/t/snapd-support-for-xdg-desktop-portal/161).

This is now fixed with recent versions of snapd. When clicking a downloaded file, the user is prompted for confirmation to allow the application to open the file, and then the file is open.
