Bug Description

This affects chromium and chrome. As you click around inside or between tabs, you get repeated strobing which is disconcerting and borderline unusable.

Disabling GPU altogether breaks rendering in many cases (for example, buttons become badly "torn").

The "solution" is to add the flags described here, i.e.: --disable-gpu-driver-bug-workarounds --enable-native-gpu-memory-buffers https://productforums.google.com/forum/#!msg/chrome/CtKF2BiskT8/Am_xdbtdAgAJ
