I encountered this on a Raspberry Pi 2 running a minimal Ubuntu 16.04. The initial install was based on ubuntu-16.04-preinstalled-server-armhf+raspi2.img.xz from https://wiki.ubuntu.com/ARM/RaspberryPi.
