Bug Description

On Chromium 2 finger gesture zooms and scrolls and the result on the UI is confusing.
When the user scrolls the page with 2 fingers and the distance between the fingers changes, then the zoom level changes.
When the user wants to zoom with a 2 fingers pinch, the zoom level changes but the page moves too.

This is also the case for 3 fingers drag, where it moves the window but also scrolls the content and it is even more difficult to keep the fingers at the same distance when doing a 3 fingers gesture.

TEST CASE:
1. Open an URL with enough content to reveal the vertical scrollbar
2. Do a 2 finger gesture with pinch and drag simultaneously

ACTUAL RESULT:
The content scrolls and zooms

EXPECTED RESULT
It does one or the other. Since a 1 finger drag already scrolls the content, maybe 2 finger could only do a zoom
