Bug Description
This manifests most in Chrome for me. I fling-scroll a page to the top, it reaches the top, then I press Ctrl and the page will zoom in suddenly. I think the fling momentum is not being damped when the page reaches the top. I would expect the momentum to be damped in the same way as the page is when it reaches the top.

Fwiw, this happens to me several times a day, even though I'm trying to change my habits to workaround it. It also took me several weeks to figure out the cause of the problem, so I wonder if this bug's "affects" count is unchanged because people (a) don't know what's causing the problem they're seeing, and (b) don't know how to phrase it to the bug tracker anyway.
