Extensions are installed but don't show up in the menu

GSConnect is installed, it doesn't show up in the top right menu.
Other plugins exhibit the same behavior when installed and enabled.

I can turn the extensions on, which results in a blue 'On' button on the 'Installed Extensions' page (https://extensions.gnome.org/local/)

However, a refresh of that page shows it is 'off' again.

I'm running Ubuntu 19.10.

Issue can be closed.

Gnome Tweak tools has an option to enable/disable extensions.
Everything works as expected after switching that setting to enable.
