Corrupt value for /etc/apt/apt.conf accepted during installation

Bug Description

During the installation of Lubuntu, there is a step where HTTP proxy information is collected. There appears to be no attempt to validate the URI entered so it is possible to enter an invalid link. Instead of rejecting the invalid link, it gets put into /etc/apt/apt.conf

Exactly what did you enter? Was it "19:80"?

I entered a mangled URL. It was something like this:

http>//

No where did it check the syntax or do a test of connectivity. This is in the Alternate install CDs.
