chkconfig package is missed in Ubuntu 14.04 LTS and 16.04 LTS

Bug Description

It seems that only Ubuntu 12.04 LTS has chkconfig package (see http://packages.ubuntu.com/search?keywords=chkconfig&searchon=names&suite=all&section=all).

But in Debian this package is alive - it exists in Wheezy, Jessie, Stretch and sid (see https://packages.debian.org/search?keywords=chkconfig&searchon=names&suite=all&section=all).

This package (and /sbin/chkconfig) is needed by some software (for example perl and NI-VISA 15.5 - http://www.ni.com/download/ni-visa-15.5/5848/en/). Please add it to Ubuntu 14.04 LTS and 16.04 LTS.
