[RM] Removal request of Chef from groovy

Due to a trademark issue [1][2], chef and associated packages were removed from Debian [3]. I'd like to follow their decision and do the same in Ubuntu and not maintain those packages by ourselves. The following packages should be removed:

All the packages were removed from Groovy.
