cannot take photos in cheese

Bug Description
When I press capture photo in cheese it shows "There was a error playing video from web cam."
Photo is not stored.
Terminal spits the following
libv4l2: error setting pixformat: Device or resource busy
(cheese:10547): cheese-WARNING **: Device '/dev/video0' is busy: gstv4l2object.
Call to S_FMT failed for YU12 @ 1280x720: Device or resource busy
This bug makes cheese unusable
