I'm not sure why the version that fixes this builds fine both in the archive, and locally built against the PPA, but not in the PPA.
I was going to say that it's a default Python 3 incompatibility, but I have a way to build packages locally in an (afaict) identical way to the PPA, using the PPA as the highest priority archive of packages. checkbox 0.18-0ubuntu3 builds fine in that environment, so I really don't know what the difference is. I'm not sure it's worth it to dig into this more right now.
