Did you install eggs system wide?
Did you run something like `./setup.py install` in chardet sources?

What do you get when you run this command: `find /usr/lib/python* -name 'chardet*'`?

As this bug related to a release which is no longer supported (8.10) closing - please re-open if this is still a problem on supported Ubuntu releases.
