thank you to report the bug and your help to make Ubuntu better even when you hate it.
I see that your system has the file in question in a modified state: doc/libcgmanage r0/changelog. Debian. gz usr/share/ doc/libcgmanage r0/copyright
modified: usr/share/
The system can't know why that is, so it refuses to just overwrite them on upgrade as you might have had a valid reason for it.
Aventually you can check for the full package status via
dpkg --verify libcgmanager0
It will report you all the files not matching the expected checksums.
If you want to throw away local changes you can rm them and the next upgrade once your start it again should succeed (others prefer to remove+purge and reinstall, but that depends on you).
