Several packages recommend the "python" package, which doesn't exist in Focal

There are several packages that have "Recommends: python", but the versionless "python" package doesn't exist in Focal.

Instead of a tracking bug, please just consider using tags instead.

I can mark this as some sort of closed/resolved status and tag the original bugs with py2-removal, if that's better.
