Segmentation fault in rlist_test

Bug Description

When building on Ubuntu Xenial, rlist_test will fail because of a segmentation fault in the mutex code.
The rlist code passes the global cft_lock to pthreads, but the value is null.

Patch to make build pass on Ubuntu Xenial. This might not be the right way to fix this issue; It replaces the global lock variable in rlist.c with a local one (though I couldn't see any other use of the global variable, so seems safe).
