Bug Description

I noticed this while upgrading a test ceph cluster; ceph-mds and ceph-fs-common where specifically excluded from the scope of the original MIR for ceph - the POSIX filesystem implementation that they provide is not 'production ready' as yet so these packages need to be demoted to universe.

Urgh - this also applies in quantal and raring as well:

  ceph-mds | 0.48.2-0ubuntu2 | quantal | amd64, armel, armhf, i386, powerpc
  ceph-mds | 0.48.3-0ubuntu1 | quantal-updates | amd64, armel, armhf, i386, powerpc
  ceph-mds | 0.56.4-0ubuntu1 | raring | amd64, armhf, i386, powerpc
