[FFe] ceilometer 2014.2 rc2

Ceilometer recently published it's first Juno release candidate on Sept 30th and we'd like to get it into Ubuntu 14.10.

This rc adds a new IPMI agent to get power/thermal information from IPMI capable servers. This allows cloud operators to make decisions based on their monitoring of the power/thermal information from these servers.

The intent is to add a new ceilometer-agent-ipmi package to the ceilometer package to support this new feature, containing the new upstart configuration and associated binary entrypoint.

Looking at this a bit more, this requires installation of ipmitool on enabled compute nodes to support metric collection; however ipmitool is not in ubuntu main; as this is a runtime only dependency and this is a first release of this feature, I'd recommend that we demote ceilometer-agent-ipmi to universe once/if accepted.
