Keyboard layout not set on persistent USB image

Bug Description
Hello
TESTCASE
1- Start a fresh created USB-persistent live session made with usb-creator.
2- Wait Ubiquity-dm appear
3- Select italiano
4- Click on network-manager icon to setup a connection
5- In the password box, to type the character @, we need to press Shift+2 like an english keyboard, meaning that it is not already localized to italian.
ASPECTED
If I've already selected Italian the keyboard need to be localized so I can start the installation directly from Ubiquity-dm without start the live session.
This bug is reproducible only the first time that the usb live session is used, the second one everythings is localized.
