ubuntu-installer tries to download ISO before DHCP finishes

Bug Description

Hello,

I am trying to install Ubuntu 22.04 via ipxe on a Dell R660xs.

When the system boots up it tries to download the ubuntu-server ISO before the NIC gets done coming up.

I've tried adding bootdelay=1000 nicdelay=1000, etc etc to the kernel line but no matter what it always tries to download the ISO before the NIC is done getting an IP address.

This only happens on this hardware as far as I know. I've tried reporting this as a bug but busybox doesn't have ubuntu-bug.

Bug reporting is about finding & fixing problems thus preventing future users from hitting the same bug.

This is what ipxe is loading but that shouldn't really matter given that this exact same process works on 8 other Dell server models.

Also I wanted to point out that it even says while it is booting:

initramfs: Begin: waiting up to 180 secs for any network device to become available ... done.

Then 3 seconds later it shows the ISC DHCP header and it starts trying to get an IP address.

After that it tries to do DHCP on the DRAC (lol) and the two NICs then before DHCP responds back with an IP address it starts trying to netboot and download the ISO.

Also instead of just marking this incomplete it would be rad if you could tell me exactly what you need me to send you to convince you that this is a real problem and it's happening on 80 servers.

Okay a workaround for this is adding: modprobe.blacklist=cdc_ether modprobe.blacklist=usbnet to the kernel line.

This means that ubuntu is trying to use the DRAC as a network interface to download the ISO file (lol).

Are you ever going to look at this?
