LiveCD should have a "start here!" clue

Bug Description

I've got a report from very early beginners with Ubuntu: they booted the liveCD, got the desktop with just the Install and Examples icons, and weren't able to do anything with that (they didn't want to install Ubuntu, just to try it), and hence gave up. Adding a "start here!" balloon pointing at the "Applications" menu would help in that case.

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. Please don't bring bubbles like in Windows to Ubuntu. These are annoying for everyone who uses the system more than once. Honestly, if a user is unable to click the "Applications" menu, then he should consider not using a computer.

The users in question have already been using windows for some time. Yes, the menu being in the upper left corner and named "Applications" instead of being in the bottom left corner and named "Start" made them not see it (who cares what is printed at the top of the screen on windows...). I'm not asking for the bubble to appear all the time (I'm the first to be annoyed by such things), but just once for each liveCD boot (or only once at all if parameters can be stored on some media).
