lubuntu jammy ISO 2020-04-16 fails to boot when written with mkusb-plug

Bug Description

Failure to boot using

- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)
- hp dc7900 (c2d-e8400, 4gb, intel 4 series integrated i915)

The ISO 2020-04-15 was used for a number of QA-tests including installs on dc7700 (casper 1.469) but today's ISO will not boot on the boxes

As the system cannot boot; I can't run `ubuntu-bug` to file an issue, except using the wrong box, so I attempted to run `apport-collect` from an installed system (dc7700) done yesterday; alas no `casper` was installed thus this failed.

FYI:

These two old&slow HP boxes have had issues before...

I can't find the bug report I wanted to use as example; but I'll provide https://bugs.launchpad.net/ubuntu-cdimage/+bug/1883040

(that bug impacted other boxes two; these two boxes were impacted by one issue alone that only impacted HP firmware.. awhile ago now in groovy or hirsute cycle I suspect)

Using Ubuntu Desktop ISO - http://iso.qa.ubuntu.com/qatracker/milestones/429/builds/246966/testcases/1303/results/

both boxes booted... so exploring other potential issues

(I used `mkusb-plug` to write ISO to thumb-drive as sudodus requested some testing; re-writing using my normal procedure (ie. direct clone of ISO to media & will re-try lubuntu daily on boxes when that completes)

I've marked this incomplete...

I re-wrote the ISO to thumb-drive, and it's now booted on dc7700 & dc7900 box...

A direct clone boots; where as the first test today was written with `mkusb-plug`, a 3rd party app from PPA - thus the 'incomplete'... (which may become invalid).

I suspect mkusb-plug causes the issue
