Hi,
casper 1.350 does not resolve the bug, because $USERNAME is not in the initramfs' fstab.
Possible solutions:
chroot /root chown -R $USERNAME.$USERNAME /home/$
chown -R 999.999 /root/home/
Thanks.

This appears to have been resolved as of the 15 February 2015 Lubuntu live vivid image for amd64. lubuntu is owner of ~/.config and everything that should be there is there.

Status changed to 'Confirmed' because the bug affects multiple users.
