english keyboard layout unavailable on LiveCD, when russian language has been chosen during bootup

Bug Description
Present in both Feisty and Gutsy (tribes and daily):
After I choose russian as my system language in the boot menu (by pressing F2), the LiveCD desktop starts with russian keyboard layout only. There's no way to switch the layout to english, only by entering the keyboard preferences to add the english layout (and ALT+SHIFT switching behaviour as well).
Of course, after Ubiquity is started, the english layout appears automatically, but before that, it's non available by default. Pretty annoying issue (didn't manage to find a duplicate).

I can confirm this bug. The English layout should standard be present in the keyboard preferences window.
