When running a preseeded install, the machine won't reboot at the end, requiring the user to manually press enter.
== Test case ==
- Start install passing "noprompt" to the kernel command line
- Complete install and reboot
- Check that the machine reboots without prompting to remove the media
== Regression potential ==
We're just re-introducing a check that was there before. The workaround (re-adding the check) was tested as part of the 13.04 release notes, so I'm pretty confident this will work without regressions

The preseeded installations with reboot flag do not complete the reboot and appear to get stuck during the shutdown phase with
'Casper is resyncing snapshots and cashing reboot files' on the console.
This occurs with both amd64 and i386 images of 20130424 and impacting all our daily smoke tests.
The preseeded installation completes fine but the failure is at the reboot stage.
