On Screen Keyboard Unable to Type

Confirmed happening in Ubuntu Hirsute but working normally in Ubuntu Bionic:
On Screen keyboard popup does not type anything into the ubuntu GUI applications on first popup. for applications like the wifi login prompt, login screen textbox, and search bar function, typing on the virtual keyboard that automatically pops up does nothing (mouse or touchscreen as input), only hitting the enter button submits the prompt which then closes and reopens the keyboard, then the keyboard works as intended.

Other applications do not have this issue, like firefox and work fine on the first automatic popup of the keyboard.

This issue makes it impossible to login on a touchscreen only device unless the user knows to hit enter and try typing again on the new popup.
