Bug Description
Dell XPS 13 laptop, with an up to date Bionic Beaver Ubuntu
The onscreen keyboard is rarely appearing. It's working on the login screen, it's working on the search engine of gnome, but not any other apps (not in Firefox, not in Gedit, not in the terminal).

The onscreen keyboard works fine on my XPS 13 with Bionic (http://
It works on Firefox, Chrome, terminal and gedit.
My touchscreen component is ELAN2930:00 04F3:2930, you can use xinput to check yours.
