System virtual keyboard appears without clicking text field.

Bug Description
The default Ubuntu system keyboard is appearing and activating on the screen, taking the foreground, upon clicking anyplace with the touchscreen - even non-text areas. This causes whatever task I am doing to be interrupted with and interfered by the virtual keyboard.
