I can confirm this for vegetahd with camera app 3.0.0.644 . In the probably mostly used landscape orientation the BottomEdge control cannot be swiped because the manual touch focus gets active before.

Playing with the orientation I also found out for the first time that I can swipe to the photo roll (with the very same settings control) but only when I hold the phone upside-down in portrait mode.

That's completely non-obvious, is there already a bug report for this?

This bug was fixed in the package camera-app - 3.0.0+16.04.20160421.1-0ubuntu1

---------------
camera-app (3.0.0+16.04.20160421.1-0ubuntu1) xenial; urgency=medium

[ Florian Boucault, Ugo Riboni ]
  * New release: Reverted revision 637 that was causing a regression
where the controls could not be opened in landscape orientation
anymore. Set Camera.position to switch front/back cameras instead of
AdvancedCameraSettings and hardcoded camera indexes (LP: #1563858)
