camera doesn't change to front camera on flo

Bug Description
STEPS:
1. Flash flo with latest vivid-proposed
2. Open the camera app
3. tap on the switch camera button
EXPECTED:
I expect the app to switch to the front facing camera
ACTUAL:
The app freezes slightly, and does nothing tapping the button again resets it to the rear facing camera

While on rc-proposed r444 it does still freezes slightly but it does switch to the front camera after a few seconds.
