Bug Description

FFe: CakePHP 2.7.* does not support PHP7: https://github.com/cakephp/cakephp/issues/8087, and we are intending to remove PHP5 from the archive.

zoneminder has a reverse-dependency on cakephp, but per https://github.com/ZoneMinder/ZoneMinder/pull/1306, it is compatible with CakePHP 2.8.0.
