Raspad tablet - Caja drags and drops on scroll

Occasionally in Caja especially, when using the touchscreen of the Raspad 3 with Raspberry 4b inside, a finger scroll will usually be misinterpretted as a drag and drop of files or folders. There is no way I can discern to disable the drag and drop action across the system, which makes this behaviour vexing when working with files in caja.
