Before you do anything else, could you please add the output of
debconf-show cacti

Does the failure reproduce when you run
dpkg-reconfigure cacti

If that doesn't work, does it help to purge cacti and install again (now that all dependencies are properly installed; you should fix apache2 as well.)

More information was requested a long time ago, but none was received. Marking the bug as incomplete to allow the bot to archive it after 60 days if no response comes.
