bzr branch teminated but download continues

Bug Description

I did
$ bzr branch ubuntu:ia32-libs
After I noticed that this was a bad idea, I did ^C to stop it.
After a some hours, I've noticed the heavy network traffic and found:
$ pgrep -lf bzr
31508 ssh -oForwardX11=no -oForwardAgent=no -oClearAllForwardings=yes -oNoHostAuthenticationForLocalhost=yes -l barcc bazaar.launchpad.net bzr serve --inet --directory=/ --allow-writes
I killed it and traffic ended.

Expected:
This process should be stopped if bzr is interupted.

Confirmed. Thanks for providing a good case to reproduce this, it was easy to repro.
