'bzr merge --preview' does not allow '--using' option

Bug Description
'bzr merge --preview' shows a diff of the merge, but does not actually perform the merge.
However, that command does not provide a '--using' option limiting you to a plain text dump. This is fine for small diffs, but for anything sizeable, it would be extremely helpful (and consistent with 'bzr diff') if 'bzr merge --preview' could be made to support the '--using' option to preview the merge.
