bzr builddeb doesn't produce a .build file

Binary package hint: bzr-builddeb

Robert asked me to report this:

I used bzr builddeb to build a package in the tree in the attached tarball. It worked, but it did not produce a .build file and apparently it should have.

This involves making sure we are running debuild in the correct way to
get it to produce one to start with, and then copying it in the same
way as the results (though on failure as well).
