How did you set it to launch for all users?
I did a quick test with a bionic lxd, where byobu was preinstalled. I ran this do select it to be launched for all users:
sudo dpkg-reconfigure byobu
Then I logged out, and logged back in, via ssh, and byobu was launched correctly.
