building busybox without -marm on armel makes several binaries unusable

Bug Description

Binary package hint: busybox

if busybox is built without -marm on armel targets it builds fine but things like "reboot -f" stop working in a busybox environment. there might be more commands that dont work, the reboot one is just obvious on the preinstalled arm images currently

initially the -marm option was added in lucid because of toolchain issues when building busybox with thumb2, see bug #511197
