udhcpd init script does not depend on networking

Bug Description
In /etc/init.d/udhcpd, the INIT INFO should have "$network" in the Required-Start and Required-Stop fields.
Without "$network", udhcpd fails to start on boot, when configured for secondary interfaces managed by NetworkManager. Issuing "systemctl restart udhcpd" after boot causes the service to start successfully.
Adding "$network" fixes the issue.
Version is 1.30.1-3ubuntu7.
Issue is on Mint 21.1 Vera (Ubuntu Jammy).
