Bug Description

build-essential is stuck in proposed due to the following:

build-essential (12.10ubuntu1 to 12.12)

    Migration status for build-essential (12.10ubuntu1 to 12.12): BLOCKED: Rejected/violates migration policy/introduces a regression
    Issues preventing migration:
    crossbuild-essential-armel/amd64 has unsatisfiable dependency
    Additional info:
    uninstallable on arch amd64, not running autopkgtest there

This is already tracked as part of our regular proposed-migration where we import proposed-migration items into the Canonical JIRA (FR-10292)
