Ubuntu Budgie: bug fix release 0.5.2 of budgie-welcome

As maintainer, I have created a bug-fix release for Ubuntu Budgies' budgie-welcome application.

Please can this be reviewed and hopefully uploaded before beta 1 due to the urgency of the show-stopper bug indicated in the changelog

Changes from last release:

  * Bug-fix release (LP: #1713210)
    - temporary patch source to workaround showstopper segmentation faults
      caused by experimental webkit2gtk library upload in artful
      (upstream webkit2gtk issue 175855)
    - update VCS fields in debian/control to reflect the branched code
    - temporarily disable optional wmmover-applet since not available to
      be installed yet
    - update budgie-shop picture to cover missing desktop purchase options
    - clean up source tree so that locale binaries are not included with
      the source; these are created as part of the build
  * Latest translation updates

lintian -i -I -E --pedantic run on the built changes file
check-all-the-things run on the source tree

Enc is the source debdiff

IMPORTANT - the updated build contains one binary change - so the debdiff is for the review - but please use the built package in the bug description if you are content to proceed.

fossfreedom, could you prepare an SRU for the webkit2gtk issue? We intend to release webkit2gtk 2.18 to Ubuntu 16.04 LTS and 17.04 in a few weeks.

Also, do you know if that code is used anywhere else in Ubuntu?
