I'm running Pocillo theme at scale 100% and no overlap when the top-panel is switched to left - then a window is maximised.

Suggest remove applets one by one to see if any applet is displaying an oversized icon that is pushing the panel size artificially out.

Do check also that the panel size is not too small - most themes require the panel to be 37px to 51 px in size.

well in Ubuntu budgie 18.04 same settings was no problem. Now my panel width is 40px and if i increase the size overlap stays.
Tried to add new empty panel no applets same problem.
Tried to change scale to 100% and back to 200% have this bug on both scales.
