Bug Description
Window Shuffler is a new capability exclusively for Ubuntu Budgie that the team has had in development for a number of months but due to time-pressures we could not complete with sufficient quality and testing exposure by the Feature Freeze date.
It brings more flexible GUI and keyboard window tiling ability to the budgie-desktop.
We have now completed development of this and would like to expose this new capability as part of our default install for 18.04 LTS.

Testing: This has been tested on both our minimal install and full install via our test PPA https:/
Upgrade of existing users as well as creating new user accounts both have been tested and confirm to work correctly.
Testing also included upgrading from 17.10 to 18.04

I hope that the package had a longer testing period than the 3 days since the package has been built in the PPA! But in overall, seeing that this is a change only specific to Budgie and the Budgie release lead has submitted this request, I approve of the Window Shuffler budgie- desktop- environment FFe.
