btrfs-progs: regression preventing send -p with subvolumes mounted on "/"

Bug Description

btrfs-prog v4.16.x shipped with Ubuntu 18.10 cosmic has a regression that prevent incremental backup between subvolumes which have parent subvolume mounted on "/".

Ubuntu installer allows btrfs as install root and makes subvolume "@". `do-release-upgrade` makes snapshots "@apt-snapshot-*" while upgrading. In this case, incremental backup between those @apt-snapshot-* cannot be taken unless umount the root subvolume

The fix has been merged into upstream v4.17, can be found here

4.17 is both in Disco and Eoan so this can be closed.
