Please merge brltty (main) 5.5-4 from Debian unstable (main)

Dear Ubuntu team,

BRLTTY 5.5 was published in April 2017. It comes with several fixes and support of new braille devices.

Could it be possible to upload it for Ubuntu 18.04 ?

Worth to note that Debian already has 5.5-4, somebody needs to check what of the Ubuntu diff needs to remain.

Thank you Julian K for the packaging.

I've tested it and it works. My braille display has been correctly detected after the BRLTTY service was launched.

The BRLTTy service is not activated by default at startup. I don't know what was the behavior on the previous version.

Disable brltty.service by default, but enable it if the user configures Braille at install time for a non-USB display
