Some .desktop files not recognised

Bug Description
I haven't been able to find any specification of the file name for a .desktop file, so am working on the basis that anything can be used before the .desktop extension. When installing the telegram-desktop package from the 17.10 beta on Ubuntu MATE it creates a .desktop file called:
telegramdesktop
This file is ignored by the Brisk Menu (as well as the Main MATE Menu and Advanced MATE Menu). It is, however, seen by MenuLibre and the MATE Menu Editor (moz).
When the file is renamed to:
telegram-
it is recognised by the three MATE menu options. My assumption is that the code the scans the /usr/share/
